Commission signs Council of Europe framework Convention on Artificial Intelligence

The European Commission has signed the Council of Europe Framework Convention on Artificial Intelligence (AI) on behalf of the EU, marking the first legally binding international agreement on AI. This convention aligns with the EU AI Act, the world’s first comprehensive AI regulation, and aims to ensure that AI systems respect human rights, democracy, and the rule of law while promoting innovation and trust.

Key elements include a risk-based approach, transparency in AI systems, detailed documentation for high-risk AI, and the potential to ban AI systems posing threats to fundamental rights. The signing took place in Vilnius, Lithuania, with participation from various countries and international organizations. The convention will be implemented through the AI Act and other EU regulations, pending approval by the European Parliament.
